If you can put some $$$ into it, "Train" (the airconditioner company) sells a unit that works with the air system in the whole house. Google it if you’ve got some loot for it.
After that, I suggest Oreck or Shaper Image’s Ionic Breeze — I have both and think they are phenomenal, particularly when Uncle Harry and his cigars come to visit. Otherwise, I rely on house plants — no electric cost, no noise, environmentally sound, and way prettier).
ADDED: For your basement I would suggest the Oreck. I also have a small garden in my basement where I start my garden seedling, grow lettuce, celery, parsley and other herbs (the short summers here). I have a grow light and frequently expose my house plants that spend most of their time in darker corners/areas of the house (sort of like a trip to Florida for them), but your plants can live 24/7 in the basement if given enough ‘grow light’ sunshine. However, if you aren’t into that, getting a grow light is an expense, as is the electricity you use. So….back tot he Oreck ;-). You can also rotate plants throughout the house to the basement for a period of time, if that is an option (once they start looking leggy or too pale from lack of light, rotate them).
