Does the Ionic Breeze help or hurt allergies?

I got an Ionic Breeze GP last week, and I noticed the first day I plugged it in, my allergies started to really act up. My house is extremely dusty to begin with, because we live right next to train tracks and a highway. We also have a dog and a cat. My allergies hadn’t been bothering me too badly before I got the Ionic Breeze, but the main reason I got it was to help with the pet odor and with the dust. I had to dust literally every other day or else the dust would overtake my house. The dust doesn’t seem to be a problem anymore,and when I come home after being gone for the day, the pet odor doesn’t overwhelm me. Is there a reason why my allergies are acting up now? Is my body going through dust withdrawal?

Which is safer and most effective for removing pet odors….an ionizer or a HEPA air purifier?

I live close to a paper mill and have pets…so when I try to air my home out to get rid of pet odor smells….I get yucky smelling paper mill smells mixed with the existing pet odors. I'm hoping to find an air purifier that works and will greatly reduce the odors in my home since it seems I can't get fresh air in through my windows!
