I don't have one, but used to work for a guy who would sit in his closed-up 8x6 office and smoke. He had one in his office with him, and I was pretty impressed. While he himself still smelled like smoke, his office didn't, and even though you could see him through the window smoking, you wouldn't know it when he opened the door. His Ionic Breeze needed cleaning every 3 or four days, or it would start "whining" a really high-pitched buzz (I was the only one in the office who could actually hear it). It was always covered with a thick layer of black soot from his smoking.
(You'd think he'd start to think about his poor lungs after seeing all that crap on his IB)

I think it is still fairly efficient at picking up the allergens even after it has a coating on the blades, but I'd clean it once a week if you have a lot in your house. I used to use a damp microfiber towel to wipe my boss's.

I also suspect it's the sort of thing you don't notice the air quality changes from right away, but after you've had it a while you'd notice if it went away.

I'd like to have one, but just can't quite bring myself to spend that money.

I have 2 of them and the way you described it is how it should work. If you leave the dust on the blades too long, it will start making an annoying noise, so that will help tell you when to clean it. It will still clean the air if dirty, but not nearly as efficiently as if it is clean.

My dad has one...it's always a little dusty, and it makes that annoying noise a lot of the time. I'm pretty sure it keeps picking up stuff all the time...just don't let it get TOO dirty. Clean it every few days, depending on how dirty it gets. I'd say that when it's pretty well covered, you need to clean it. You'll have to figure out how often that is, because no one else knows how dusty your house is.
