If the landlord won't do anything, and the tenants don't care (4 people in a 1 bedroom?? thats insane.) there is just no way you will ever permanently get rid of it. Everything will just be a temporary fix. Find a non smoking apartment. Or at the very least, look for a 1st floor. But be aware that 1st floors mean noise, noise, noise.
